javascript - Should CSS code go with the plugin or in a child theme? -

i making extension existing plugin (so in essence guess i'm writing plugin code). want modify layout/ui of existing plugin. should writing code in plugin's css/js? or need make child theme?

the purpose of plugin is theme independent. should enqueue boilerplate css , js plugin itself. tricky because have support multiple grid systems etc. allow theme overrides woocommerce allows. experience, effective approach.
